The Blue Tang is found in the Island Reef at Any Time in Any Season.

Use a fishing rod to catch fish that can be found throughout various water biomes such as the Ocean, Rivers, Billabong, and Mangroves.
A basic fishing rod is purchased from John's Goods after obtaining the Fishing Licence Level 1 from Fletch for 250 permit points.
Increase the fishing skill to be able to craft the new fishing rod for increased line durability. At fishing skill level 5, the fishing licence level 2 is available for purchase which unlocks the Copper Fishing Rod at the Crafting Table. The fishing licence level 3 is available at skill level 10 and unlocks the Iron Fishing Rod and Crab Pot.
Consume food and drink that have the fishing buff to increase reel in speed. This will help to catch fish more easily.
